    Same reason you put a rubber strip between the fuel tanks and steel strapping.

    The rubber between the rack and frame in my opinion does 2 things.
    1. Raises the co efficient of friction to reduce the risk of moving if u bolts are not quite tight enough.
    2. Helps reduce or dampen vibrations that can over time cause cracking of the rack metal and welds.
