If you can not slide the trailer axles back to get that weight forward off them take the load back to be reworked with the scale ticket in hand so they know of the problem.

You have to get the load reworked plain and simple.
Scale ticket says it is cat scale readout from pilot in Laredo tx and says he's going to pa. There is a very slim chance you will see all scales closed. Having it reworked at a scale is expensive. And if you run your tandems all the way back you are asking for attention. Learn how to properly load heavy loads and tell the forklift driver how he will load it. Never accept "this is how we always do it" crap. And observe and make sure he loads it the way you tell him to.
If you want loading advice you can ask here and we will tell you but we need to know how many pallets and roughly how much each one weighs.

Or are you trying to fool us all and you actually have a 48 with 10'1" spread here?

It also depends on where he had the tandems set to begin with. You might not be able to shift near enough weight if he was set up wrong to begin with. If it’s an evenly distributed product and it’s at least to the 48 ft mark, and he had his tandems all the way up to begin with, the 3200 lbs is correctable, if he had them to the rear before loading, it won’t be legal, so tell the shipper to correct the load.

What pin was the tandem in? If it was in the first few than 11th or 12th pin will fix this. For crying out loud.

The 12th hole is not the same on all trailers.
In addition to the spacing between holes determining how many holes needed to slide to adjust.
    Problem not solved.
