yes anyone can write anything but after you signed it and submitted it's become document and you fully responsible for data accuracy.
Government at best. One require you to write. Another watching you not to write or distracted driving ticket. The third one put signs No stopping/No parking every feet along the road and ready to write you ticket for illegal parking. And everything in name of safety.
If you don’t want to deal with it, there’s a place out of Little Rock called Trux Inc, they’ll do IFTA and licensing so you don’t have to, cost varies from what they do, but you won’t have that headache.

Yea am highly organized and the only hands on the files/logs/filings etc. Some of the questions are confusing but whatever I'll answer as best I can.
