Not really sure what you mean by apt.
If a truck is on e-logs and covers it properly, they will have a hard time proving anything. Unless he gets into an accident and they pull from an on board recorder, even then it is hit or miss if they will find it. On an e-log he cannot hide it at all, and if he was over his 11 also he is really screwed if caught. But as long as he did a full 10 hour break after, and is not over on his 70, they will not shut him down with an OSS.
I think you are giving the long arm and available resources of the DOT allot more power than they have.

It was explained to me in the logs dept back in my Swift days,, that if we had a violation and the company caught it before the DOT caught it, it would be better for us the driver and them the company. The log person told me if I could get my logs in daily would be the best scenario so they could head off violations and pre-pay little fines like she said over 11 by 15 minutes was like $12 buck fine or over 14 by an hour was like a $30 fine if the company finds it first before DOT does which can incur fines upwards of $11,000 for log violations.
