In a free market system market forces set the rates which can vary region to region, not to mention where the economy happens to be in the business cycle (remember the 2008 recession?) . The only variable I can see that a OO has some control over is how much he/she willing to work and the type of service offered.Your question would be more relevant back in the days of the ICC setting rates and OO's often running under union contracts. In that era OO had more tools to control their rates etc. The days of ICC industry control and OO'S running under union contracts are long gone. -
