If you are driving directly into wind, you are likely correct that downforce will help keep you planted.
But roads curve. Wind shifts. Gusts happen.
If you get hit on the side by wind, then being a bit lower to the ground actually means MORE danger of being flipped, because there is slightly less room to allow wind to pass under the trailer, rather than pushing on the side.
