Brakes must be working fine if they're causing enough friction to be smoking

I drove for 20 years and never used it. Except to use it to verify that they are working before I leave a yard.

You aren't normally supposed to use that brake when driving. You have brakes on all 5 axles for a reason. To slow down, just step on the brake pedal.

That hand break is just to test your breaks. Even if you grab it in a emergency its not doing anything.

Some older drivers know how to hold it to stop the trailer from coming around on them going down hill on snow.
If this is not your question, then only use that lever to test the breaks and tell every one you know to avoid what ever CDL school you went thru.

I am gonna guess some OO told him to use it to save on brake cost on his old tractor. Heard it many times from people and just laughed! If not his trailer.
