Hand writing them is a big no-no. The blank windows are to be filled in with block sticker numbers like a boat registration hull number, unless they're preprinted. A piece of clear tape vertically across the bars on the placard holder will hold them up well, coat hangers work well too. The best are the flips with built in flip numbers. You might get away with handwriting them in if you use a permanent marker and make them all block style and uniform. Are you sure OP the placs are required? The shipper should have given them to you unless you told them you didn't need them.

How much weight, what kind of packaging, is it limited quantity or RQ?

This may have changed, but I seem to remember, if you don't have the proper placards, "Dangerous" covers all, or it used to. Either way you stick out like your zipper is open, plan on being stopped. Years ago, we'd throw the placards in the sleeper, and run at night. We figured, it was better to be anonymous, than have that on your wagon. I don't recommend that today. Thems was outlaw trucking days,,
