Packing tape across the crossbars works great. They won't go anywhere. One guy I know has metal coathangers that he slides inside the placard holder. Keeps the corners from blowing out. If I have sticky back placards, I slide them in the holder, tear an inch or two of backing off the top corner and stick it down.

Luckily all our trailers have flip placards. I love those things. I don't have to worry about the others unless I've got something in bulk.

All of ours have flips too. We're too cheap to invest in the ones with numbers.

save your old cardboard placards, when issues the floopy stickys, simply stick them to your old cardboard placards. for rain and bad weather, slide a placard behind the one showing and they will stay. don't forget to use the plain side of the placard behind just in case you lose the one showing, its better to have a plain white than the a id of another material. I run hazmat 80% of my loads and this works 99% of the time

Duct Tape and don't peel the back otherwise the placards may be hard to remove once you're unloaded. Also make sure the area where the placards go is clean.
