It's not an issue that even makes it onto the radar screen. Really, it's not.

In Wyoming, NOAA Weather radio broadcast wind speed at certain points on I80 from Evanston to Pine Bluff and on I25 from top to bottom. They broadcast these at the top and bottom of the hour.

After many years of practice and observation, the best device to obtain the OP's goal is a lit cigarette. If the wind is from the right, flicking an ash out the driver window, the ash and smoke gets sucked straight out the window. If the wind is blowing from the lef, The ash lands on my lap. Wind from ahead, commonly known as a headwind, the ash lands in my left ear. A tail wind drops the flicked ash on the instrument cluster.

If the wind is quartering...ahhh nevermind... I haven't got the foggiest idea what I am talking about.

I actually saw a Wyoming wind sock that was vertical a couple weeks ago. That's as rare as seeing brake lights on aFed ex truck....

Fed ex truck?" That's pretty rare in a high wind situation.

There are a number of ways to know when your rig is undergoing increased or decreased wind resistance. (fuel burn rate meter, turbo boost pressure, general "feel and sense", Wx and visual observations, etc) And it's easy enough to try and offset this with lower or higher maintained road speed, but that's only IF the driver wants to or cares to.

If you're dealing with a 35 mph quartering head wind, you really can't slow to 50 mph to try and maintain a decent fuel economy, you just push through it and hope for a better direction/Wx situation tomorrow.
