    Not sure why that agent got mad when I laughed at his rate. Oh well.

    Of all the unusual post I have read in this thread I think this one tops it.

    Not true. Using two binders on one chain creates two tiedown points. It's just like cutting a chain in half. The slack is in the middle, if the chain breaks at one point it will still be tied down at the other.
