I think you and ZVAR are saying the same thing. From your post it was difficult to understand what you were trying to say. I too thought you were saying it was law in Ohio to change lanes for merging cars. But your saying the cop told you to NOT change lanes. So in Ohio it is no different than what we are saying here.
So that begs the question, in what states is it required to change lanes? This is what I understood from your post. Some states require us to change lanes. It is our understanding that there is no such state.

I move over in most situations. If it puts the guy out behind me trying to pass, regardless If its a big truck or 4wheeler, then in most situations i let the merging vehicle figure it out.

My personal rule is, if the person trying to enter the interstate is actually making a concerted effort, is at least a few car lengths ahead of me on the ramp, I will then ease up a bit and give them room to continue on their way. If no effort is obvious, tough nuggets, I refuse to get into a braking contest with some idiot that thinks they have to be on the interstate before accelerating. This is of course, if there is traffic approaching from behind...if there is nobody close, I move over....and I dare someone to flash a gun, I have a dashcam, and 911 can be done via voice dialing along with their license plate...point it at me, and I will do my best impression of Dale Earnhardt at Bristol against Rusty Wallace...to the wall you will go gun slinger.

Typically when I drove my service truck (I think it's a class 6 truck) I'd watch traffic coming down the ramp. If we're speed matched, I'd just let up on the pedal and let them over. If I was already faster than them, I'd just keep rolling along. Key is to always be aware of what's happening around you and try to anticipate what's happening. Be proactive, not reactive.

I will adjust my speed if I see a car driver actually looking for an opening to merge safely. But most of the time you can see that they haven't checked their mirrors even once until they are coming to the end of the merge lane. Then they are surprised to see a truck there and think I should do something to solve the problem they created. Not a chance.
