Torch works good.....if you have one.
Cut-off wheel is an air tool...….usually less than $100.
Just cut as close to the frame as possible.....at a slight angle
so the blade angles toward the frame. Cut a little over half way
through, take a heavy hammer and you can break the bolt
off.
Be sure to wear a face shield. Those huck bolts are under
pressure so when they break loose they will sometimes "fly" off.
They don't fly far......not "that" much pressure but just be careful.
Never seen bolts like this

Oxy Acetylene torch would put too much heat too near the chassis frame rail, about 4000 degrees more or less. Falls under the "Do Not Weld" category for those frame rails.

Torch is easiest and quickest.
Cut the round part that is over the bolt but leave the part that is against the frame. The piece against the frame will fall off like a washer.
Torch is super fast, like 10 to 20 seconds.

I take it during your welding career, you did not work on trucks? I have never seen or heard of a mediocre welder that was afraid to cut a bolt off of anything,

I cut bolts off frames all the time. Its standard practice with hucks. The only way you're going to put a ton of heat into that rail is if you point the torch straight at it. The rail is going to absorb heat but there is so much mass there that its going to take much, much longer to heat up than the 1/2" huck. If your torch skills aren't the best, just leave a bit of bolt and carefully grind the remainder if it off.
