It's the difference between the rules for EOBR's and ELD's.
Yard moves are still ON DUTY, if you don't want to count it as driving.
I agree, it is a fustercluck. We will end up having yard jockeys moving tralers into docks to prevent drivers from going to "on duty" status. The mega's will not care, the drivers get paid by the mile.

On duty prevents the violation and fines. How much is the fine to a carrier when a driver is shown to have been on the drive line illegally out of hours? $11,000 per occurence?

So what I'm seeing here is people using the current standard for electronic logs have been cheating? I thought only paper-loggers were cheaters...

Buy a two foot long DB-15 extension cable with a male end and a female end. Plug one end into the Qualcomm unit and the other end into the Qualcomm DB-15 cable. Let the cable ends poke out from under the bunk so you can disconnect/reconnect when you want. But be forewarned. When you go off duty in one location and on duty in another an audit will catch you.
