Talked to a friend of mine out in CA that does heavy haul. He said in addition to the length he will get a ticket for being 10ft wide without an escort and Placer County could pull his unladen permit if they want. He said this guy would’ve been 100% legal if he had a pilot car.

I’ve seen some over length low boys running empty with a pilot car behind them, at first I was like WTH, he’s empty, until I asked a friend and the answer was like already said on here, it’s about the LENGTH.

The rules are different in EVERY state
I know a guy that regularly hauls a load that’s 99.5 long and 15.5 wide
which only requires one escort car if it’s under 100 feet , but he always uses two , cause his cargo costs $50 million .
but you gotta read the permit .
It’s different in every state and every big city has a curfew time twice a day usually .

Just yesterday, I was west bound in Louisiana at about the 5 MM and I seen an empty oversize with about 3 extensions east bound. There was a pilot car and a La state trooper behind him.

And in Arkansas if it’s one continuous length, ie pipe or steel beam, length is ok, no escort needed.
