Not a camera ... the sat tracking antenna.
Like mentioned earlier the bandwidth requirement would be overly expensive as well as the maintenance requirement ... besides who's going to monitor all the video.

Wondering why the tracking antenna would have 3 lens looking type apperatures on the inside of the trailer. I always figured it was a black box type of thing powered off the pig tail that simply records the past XX minutes in case there is some kind of problem with the trailer...like crazy drivers doing a pigmy mating ritual in the empty trailer.

Part of it is for tracking, I was once told by a Mechanic in Edwardsville it detects if the trailer is MT or not.

They put the cameras in a few years ago because some drivers were using the trailers as toilets between loads. They don't video 24 hours a day; just when the cam detects motion inside the trailer when the trailer is marked in the system as 'Empty Call'. So at that time it begins recording and somebody on the other end is observing. Most of the time it's a driver sweeping out a trailer 'Off Duty' which in and of itself is a violation but they go ahead and delete the video and move on looking for those drivers who are using the trailer as a toilet.
