We can argue the interpretation of personal conveyance all night. Ultimately what it comes down to, if stopped, is enforcement by the LEO. If cited you'll have a chance to argue your case.

The point is time management, poor time management is not a reason to advise a driver to violate HOS regulations. Also, I make sure I have the time to make my delivery, or I reschedule it.
There is very little addressed about PC in the FMCSA HOS rules, this really is not going to change by chasing the pony around the corral. In this situation you can go ahead and drive, if you get pulled over or have an accident it will be up to the LEO if they want or choose the hang you for HOS. -
Its currently a violation, but they are changing that. For military bases and cosignees that prohibit 10 hour breaks, we will have 90_miles to find a safe place to park. But still have to take 10, so that will cut into the next day, possibly making shorter.

She couldn't have used the off-duty driving because she has to have hers turned on. And the only time it can be turned on is Monday through Friday when the logs department is in.
As for rescheduling because she knew she would be late we aren't allowed to do that. That's what we had wanted then when she finally got them to reschedule the appointment they let her know in no uncertain terms that it was costing the company 500 dollars to reschedule that appointment because it was with safeway. We do not know what repercussions there's going to be for her being late for that appointment costing the company money. Even after they repowered her she was already late for delivery by 3 hours.
I'm curious to see where they are trying to make that change too. It would be awesome especially for us rookies who are still learning how to trip plan and for when the unexpected happens causing us to slow down.
Personally, If they are going to lock us down hours wise then they need to make the companies give us more time. This load I'm doing now had I hit fog or traffic I would have been late for it. Made it just minutes under the appointment time. Now I wait. 2 and a 1/2 hours and I'm still waiting to unload although I have been at the dock the entire time. Why can they be late but we get into trouble if we're late? Sorry just ranting. Still stinging over the service failure for the traffic jam I hit because I didn't know the area and only left 1 hour early. ...should have gone 2 hours early. This would happen to me sometimes. Just use some of the unloading time as your 10 hour break. Get empty but don't send any info or macros for mt call til 10 hour break is done. Pull over to the side and continue break til they kick you off property. Slow roll out the gate and park on the street somewhere. Heck I talked to one Swift driver who slow rolled around the block for 7 some hours, just stayed close to the GPS location and when the ELD would kick over to Drive line, she had 4 minutes to change itback to Off Duty.
With paper logs, just roll over the 7 miles to the truck stop and get a hot meal and hot shower. Much more rested and relaxed.
