What is the best choice for rain gear? Currently have jacket and pants, but the pants ripped by the groin.

The 20 buck ripstop hunting gear you can buy at Walmart my buddy swears by.

I have some expensive offshore sailing gear the is made with that breathable cloth. , name of it slips my mind right now.

I prefer a heavy rubber rain gear its dry.

I use something very similar to this... The one I have you can get a sheepskin liner that adds additional insulation for your torso. Very heavy duty, warm, repels water like a ducks back... And in a pinch can be used to smother a small fire....

Edit: oh yeah... And you retain full range of movement without fear of tearing it.

Not cheap but Carhartt shoreline jacket is amazing. Pants are baggy though and never tried the bib.
