I own my truck, leased onto a carrier using their plates and registration cabcard, permits and insurance etc. I went down to DMV to see about my title, they gave me registration and title but the registration is listed as PNO which is Planned Non Operation.

My question is, will the DMV be looking to hammer me for back registration fees when the time comes for me to get my own authority, plates, et al to run my own show or even if I chose to go to another carrier before then?

Your cab card (IRP) is your registration. If you are registered with a carrier currently, your registration should be considered current. In California, "If at any time the vehicle is operated or parked where it may be subject to citation, then full registration fees and penalties for that year become due." (source)

Probably should call DMV and ask, but it seems that your IRP should override the old PNO filing.

Sounds like the same problem that I had with CA DMV. I bough the truck and registered it with the DMV as Intrastate since I already had a CA# and needed to roll that day...Got my DOT # and just bought trip permits while getting IPR, IFTA and everything else in place for full authority to run interstate (private carrier by the way)...I then got everything else including my IRP apportioned plates over the next few weeks. Now, one year later, I pay my registration fees...only to find out that my IRP fees were delinquent. Turns out the truck was STILL registered with my CA plates AND my IRP plates...double registered. Regular DMV and IRP apparently DO NOT TALK to each other!

They ended up suspending my CA registration...after a few hours of figuring out what was going on. Sounds like when the truck was registered with IRP plates, they never canceled the CA registration. You should be able to take the cab card with current registration to the DMV and show them that is was not Non-oped and should have been suspended when the apportioned plates were issued.

...or just get the plates with IRP and keep the truck on non-op wit CA DMV...like I said, the two systems and offices do not talk.
