I would suggest you write your actual mileage down, then subtract any out of route/got lost/went to Walmart miles and compare to all miles paid, loaded and deadhead at the end of a month.
I think you may be surprised by the results. I'm not saying HHG is not used: It is. But I think you'll find the nonpaid percentage a little closer to 5-7%. Still, that can add up to a tidy sum, but not the 10-15% you are citing.
We'll see how this court case goes. It may well turn the transportation industry on its ear. Shipping costs will go up if the drivers win the case. And, mileage rates could easily drop. There's always a trade-off. -

Yea, it's probably closer to 7% than anything.
And my Walmart stops are right along the route.
And my OFF route saves the company a ton.
The computer fuel route is only good maybe 75% of the time.
No way is driving 50 miles further to save $0.03 on 80 gallons a better idea lol.
Guess the problem with using hub miles is that then it would be to easy for
drivers to abuse/get paid for non-work miles.
So the solution would seem to be better software - (google maps? )
