I am beginning to think maybe it's a franchise deal?. Maybe the missing stores aren't corporate owned?.

Or maybe someone at Garmin didn't get an adequate kickback from Love's.

All Loves are company owned by the Love family. No franchises. But some of the Loves were acquired from Pilot when they merged with the flying hook. Troutdale, Or, Des Moines, Tacoma (which Loves rebuilt) and Bordentown, Nj are a few of them.

Ok spend an idle moment checking my GPS:

Three of the loves that my GPS is missing are

    edmond OK I-35

    heyburn ID I-84

north little rock AR. I-40 exit 161

there are others, but that is all I can recall for now

my gps is garmin dezl 580, which I purchased in 2018. My maps are updated, but I don’t think the lifetime updates include new truck stops. Are any of those 3 loves younger than 2018?

These are not out-of-the way places way off the interstate. 2 of the above are in my company’s preferred fueling booklet that I got when I started this job 2 years ago

On my OTR700 it has been missing a lot of the Loves since an update came through about a month ago. Prior to that the upcoming truckstop list was pretty comprehensive except for mom and pop types. Garmin has never covered the mom and pop type truckstop very well, bit the RM has them.

I use both RM and Garmin. A little extra work to enter addresses on both but well worth it.

Truckerpath seems to have the most comprehensive list of Truck Stops and out of the way places.

yes if it is a truck route atlas , such as the Rand McNally truck atlas, which even the 2021 issue is still behind the times regarding new construction

I ALSO use Google Maps and an atlas. Trying to use only those tools is horribly inefficient.
