At my company we are expected to keep our eyes moving, never look in one direction too long ("getting the big picture"). So Scottie looking outwards here and there for a brief moment while returning to the road would be celebrated as proper safety. His camera is attached to his moving head.

That's funny you say pets. I recall about 10 years ago there was a "pet cam" being marketed for cats. The idea was to put this cam on your cat and it would timelapse photo every few minutes what the cat sees all night. This was done for research originally to see if cats really do sleep 20 hours a day on average.
