OP report these people. They can get jail time for this crap.

 

A friend of mine who worked for a small fleet had 3 different fuel cards & had to expence tolls, lumpers & scales. He spent 2 days in Oklahoma waiting for fuel because his cards were all at the $500 limit.
The owner was a slow payer so any on road repair had to be paid up front. No D&H or trailer pools, so if any delivery issues you sat until they could be rectified.
And I have seen drivers have issues in orientation with confirming employment because the companies went out of business or kept poor records.
Going with some small outfits can burn you worse then a Mega

 

This says nothing other than they can’t withhold wages beyond the time period that was agreed upon. If somebody is dumb enough to accept payment once a year then that’s the agreement. Most folks get paid every week, every other week, and some only once a month. Timely payments are not a requirement, what is a requirement is following whatever was agreed upon. When they don’t pay at the agreed upon token period then it becomes withholding wages

 

Nope buried in there is a two week rule of more frequently. Once a month for salaried employees.

As I said these folks are operating in violation of the laws in the state they are domiciled. They should be turned in.

 

I disagree very politely. This covers hourly and salary folks. We don’t know what the OP agreement was but I assume it wasn’t either of these and was either miles or % of load. If he is a 1099 for sure none of this applies.

 

If they aren’t going to pay you then park the truck at your favorite truck stop. Throw the keys into the grass and go home.

 

I don't know why any driver would agree to anything less than what will workout for themselves .
...i do know there are drivers that need to get some experience under their belts or those who have banged up their license but there has to be a certain gut instinct about deciding who to invest your time & efforts on.

....if it walks like a duck "shoot it" and put it on the fire for a snack , because that's about it's worth to you at the end of the day

Can't tell you how many times I wanted to do that even when I didn't have any pay issues, LOL.
