Everyone is free to do as they wish. If a person has a solid plan and cash reserves, then it may be a good time to get in.
If someone starts out in a down turn and survives, then it will be a breeze when rates come back up.

I have been around long enough to remember waiting in line to use a payphone at a Union 76 and never have I heard a driver say that it is a great time to get in.
