I was always under the impression that you could not go off duty ( line 1) unless you were on break and had a letter from your carrier stating you could. This was until you parked your rig either on company property or your home. I always have logged my time waiting on line 2, and to be honest this is where I am 90% of that time. To force me to use up my 70 hours on line 4 is both ridiculous and counter productive.

Right now you can log off duty if you are in their drivers lounge or whatever... When I drove dryvan I just logged sleeper as soon as I got to the customer and then 15 minutes on duty right before I left. Did it that way for a year and had logs checked by DOT 4 or 5 times. All said my logs looked very neat and clearly written :D.

I'm currently stuck logging line 4 when I'm waiting to unload (in the cases I do actually wait haha). Doesn't matter anyways because I don't usually work 14 hours a day everyday during the week.
