You only pay tax on fuel you burn in that state. That's the beauty of IFTA. You can buy 10,000 gallons in CA and if you only burn 500 gallons, you will get the tax refunded on your Quarterly IFTA return for the period you purchased it in.

The minister of finance vehicles will be at the Emerson, Headingley and falcon lake scale in Manitoba checking for ifta stickers. They do it every year.

There is a two month grace period for the display of decals for renewals already filed...
R655 GRACE PERIOD
.200 Carriers renewing their IFTA license and decals have a two-month grace period (January and February) to display the renewal IFTA license and decals. To operate in IFTA jurisdictions during this grace period, carriers must display either valid current or prior year IFTA license and decals from the jurisdiction in which they were operating or a valid singletrip permit from the IFTA jurisdiction in which they are operating.
Carriers must display one or more of the following to travel through IFTA member jurisdictions for the first two months of 2017.
- A valid 2017 IFTA license and two IFTA decals issued by an IFTA member jurisdiction.
- A valid 2016 IFTA license and two IFTA decals from an IFTA member jurisdiction (if a renewal application has been filed for 2017); or
- A valid trip permit issued by the IFTA member jurisdiction through which they are operating.

I went for YEARS with the IFTA stickers, still on their backing, sitting in the cab. I was never asked. Then I had a young, keen, DOT scale attendant ask about it one night, then threaten a ticket if I didn't install it. No problem. I put it on the stainless plate that I had always had for that purpose. * Note to Lucien - The SS plate is on the bottom rear of the cab - lol * Anyway, It's just a sticker. I asked the DOT guy if he wouldn't mind waiting till the end of the week because I was going into the shop for a PM > thus the cab and SS plate would be warm and clean. No problem. Always something .....
