No, you can drive with them all the way forward so long as you are legal weight wise. Each axle has to be legal. Bridge law prevents you from running with them all the way to the rear in most states, but you can have them all the way forward.

No law against it, but it will ride like crap unless you have a nose heavy load.

In some states there is a law that that last wheel set must be a certain distance from the back of the trailer. Most trailers do not slide that far forward to be of issue. However a few rare ones do.

Well, it depends on the state. MI is somthing like 37 to 41 feet from kingpin to center of tandems. Found a link that will be helpful. http://www.bigtruckguide.com/kingpin-to-rear-axle/

If u mean all the way front, the cali way, you're fine as long as your weights are legal

No not the kingpin laws. I don't thing the OP was referring to kingpin law.
Like WA, the back axle cannot be more then 15' from back of trailer. -
Maryland has an overhang limit.
