These things just don't happen for 1 reason. There are several small things that combine at exactly the wrong time.

that would also likely mean, those "private production roads" would end up being toll roads.

Who remembers that dash cam footage from about a month ago when the dude fell asleep, went into the median and bounced that truck down to the road passing beneath the interstate? Then you see his codriver bouncing around in the sleeper.
Now imagine having an ejection seat for the driver. All you see is flames as the driver bails and leaves his buddy to ride that unit to the end

The problem is some of those private roads were just as mismanaged as ones that are government owned/funded.

Tolls are inevitable. The same can be said for Fuel taxes, regi, HUT, IFTA, etc. If taking the toll road means less traffic and getting to the destination quicker, using less fuel, the choice is obvious.
The market happens to bring with it efficiency and a pricing mechanism. Market competition has resulted in many complex things coming into being for lower prices.
James J Hill outperformed (without subsidies) every subsidized railroad around without using eminent domain, force, theft or coercion. But rather agreements free from them. Hill attracted investor capital and built his railroad empire with great success. Something he built, political intervention near destroyed before it was finally deregulated in the 70’s and 80’s. Even GOC Amtrak has been a failure, while private rail has continually outperformed govt owned monstrosities.
Someone with the same drive as Hill could do the same thing for roads. -
The good thing with private companies is they go out of business for mismanagement. Bad economic actors are punished and bad debt is liquidated when the market is allowed to work. They don’t have the ability to extort people and continually fund waste, fraud and mismanagement at the expense of the people.
