How big is the town? Can they relocate it to higher ground?

BIg Boy is in town overnight....figured @Cat sdp would enjoy seeing some old iron. We'll pretend a modern engine isn't hooked 4 cars behind it "just-in-case".

It’s not big at all. And it’s in a narrow valley

That is the $64,(out about 6. places) question. and per entity. There is not enough "mountain side" left in some of those places, with the hanging off to
actually work with. Serious, I'd have been more dubious of that "causeway" Elmer traversed behind the air compressor than try the bridge. Fresh dirt sloughs off on the low side with moving weight on top.

Rate payers from all over the country. They help offset the localization.

    1. Gonna break some ins companies. (Claims will be whittled on as long and low as they can. You've seen this on the Gulf Coast, stall and starve)
    2. They won't be able too. A: Won't much coverage evenbe offered in the location.
    B. You could prolly buy, build and stock elsewhere for less than 5 years of new reasonable inclusive policy would cost.
These two; back to back with such complete devastation, will be more than most insurance company reserves for losses are set up for.
Some will have bought reinsurance from foreign companies but then they gotta get it here to spend.

Babylonian's had a form of it, and the Chinese perfected it for their transport of tea on their dangerous rivers...
Ten Chinamen selling tea...Ten bales of tea, 1 boat, capsize, all gone. 1 bale each in 10 boats, 1 or 2 capsize... Split the remains equally among the 10 shippers. Origin of hedging your bets... Never compare math with a chainman,, He will have cut you a deep percentage on an abacus while you are seeking the formula on your cell phone. (Ask me how I know sometimes.)
