Being as I have a background that includes education in heat loss, I believe the fact that only living tissue has evaporative cooling is the reason that wind chill factor only affects living tissue. With that said as mentioned before a wind will indeed affect the heat loss of a structure or inanimate object. When calculating heat loss for a house the anticipated average wind speed is indeed a factor that is calculated in to figure out total heat loss for a given area. So while wind will increase heat loss, evaporative cooling is the effect known as wind chill, IMHO.

Absolute zero is -459 F, the temperature at which the particles in a substance are essentially motionless. There's no way to slow them down further, so there can be no lower temperature.

Liquid Nitrogen, the high quality cryogenic grade has a temperature of -320F.
Liquid oxygen, used in aircraft for breathing and to boost rocket engine performance is only -297F

Looks like I revert back to Freight Relocator Extraordinarie tomorrow.
Got a load booked from here back to Kansas load and unload same day...
Then a reload back to TN for the next day scheduled.

Still haven’t got to watch anything worthwhile on the tele, just more of our nations finest having a discussion about what momma said life was like...

@homeskillet, it is said that if a person is not a liberal in their 20's, it's because they have no heart.
And if they're not a conservative by 30, they have no brain.
The boy is in fine shape.
