What if it Snows?

This actually reminds me of a question I had forgotten about, I saw a grain hauler here in Washington awhile back that had a bingo plate (last harvest) that had current stickers?, I thought after IFTA they were dead and gone, he did have current IFTA tag also, any idea what that would be about?

 

Well Alaska,DC,Hawaii and several providences in Canada aren’t in IFTA, could be for some of those.

 

Must be for Canada then, Alaska maybe I don't know just hadn't seen one in ages.
