I have a problem with this. The officer didn’t see the light in question change. He only saw one going the other way change and made an assumption.

Cop, as usual, is a complete jerk off. He has all the drivers documents, he will obviously be coming back to his rig once he's done in the bathroom, just let him go.
Now, the driver could have been a little more cool about it too, both were idiots.

So, what threat did the officer feel he was justified to use a taser on him?

Resisting the officer. That makes it justifiable.

100% of the time. Do what the officer directs you to do. It's the law. You must comply with any & all lawful orders.

A police officer can use a Taser when they reasonably believe it's necessary to overcome resistance, prevent escape, defend themselves or others, or to subdue a suspect who is posing an immediate threat of harm. This typically includes situations where the suspect is violent, actively resisting arrest, or threatening to harm themselves or others.
