This is what I don't understand. I was always taught to secure your load as if your child was driving behind or beside the load.
By that same token, if you see a load on the road that can potentially kill someone's family, why wouldn't you report it?
I am all for brotherhood and helping out a fellow driver but someone that is risking innocent lives and tarnishing my industries name isn't a brother and isn't someone that we should be protecting.
The best thing the OP did IMO was stand in front of the truck and stop it from moving. You got to stand up for something or you will fall for anything!ReeferOhio and Pedigreed Bulldog Thank this. -

He knew that the receiver and I were on to him, they unloaded him keeping his BOL's to call the carrier and the shipper. (Mind you the over head crane operator didn't really know this all was happening until I yelled up at him and texted him the picture, and they went back to look at camera footage, it all happened fast). When I approached him in the parking lot I tried talking with him, then he got outta there, fast. I tried to get info to call, but there was no info on the truck to report. That's why I said the truck was just a blue International pro-star no company name, numbers, ifta sticker, nothing. He left to quickly for me to get to the front of his truck to get his plate, he knew he was in trouble and quickly left. I know the receiver has his info and they are very strict on safety, I will follow up with them this week to see what came from it. I'm sure he will be banned from moving any freight to them.

I'd ban the carrier, too...if they are willing to hire 1 driver like that, he's probably not alone.
The issue also needs to be brought up with the shipper to ensure drivers who don't know WTF they are doing DON'T get loaded... -
I know the receiver was all over that, like I said once they realized what happened they were very unhappy. Unfortunately they didn't realize it until the crane came overhead and picked up the coil, and he had pulled out. I took the pic as the crane was coming over head and I noticed it. Most of these coil receiving bays in processing plants are unmanned, you just pull in they crane operator signs the paper work and you leave. I knew there were a lot of bad drivers out there giving the industry a black eye, but this is the first time I've ever seen anything like this. It really has me thinking about CDL training and CDL mills, I've always heard of them but this is the first time I'd say I can tell this is where this guy got his CDL (maybe not the first, but definitely obvious). He had no clue, couldn't even speak the language. -
Can't believe he used two pieces of dunnages. Way to many.

Considering he did not have anything on his truck like DOT number,etc. I wonder if he even had a cdl. His dunnage looks like he got it from the shipper too rather than something he carries.
