Everything went relatively smoothly just took us 4-5 hours for an elevator....

So without getting into the politics of it all, can ya'll clarify this for me?

Say a state has "X" amount of electoral votes. Does the party with the highest percent of votes get all the electoral votes? Or do they just get the percentage equal to the percentage of votes they received in that state?
