Possibly grounded.
When you mounted the antenna, did you put in an insulator between it and ground?
The mount needs a ground, but not the antenna itself.

Usually 18 foot but the length shouldn't affect the SWR that much. When you say cow town, are you talking about a predator 10k? If so the whip may need adjusting. The dual coil short whip is usually between. 48-52 inches total length for best performance. It works best on the upper mirror arm.
