I agree, that is what confuses me about a placarded vehicle going through the empty lane at weigh stations.

I asked a DOT cop at a California scale how they knew if the box and tanker trailers in the empty line were really empty. He said he could tell by the way they looked and bounced when the rig went over the speedbump in front of the scalehouse. Of course he could have been full of it.
