California motor vehicle employees took bribes to grant licenses: FBI

SACRAMENTO, Calif. (Reuters) - Three employees of the California Department of Motor Vehicles have been indicted for accepting bribes to grant commercial driving licenses, and the owners of three trucking schools indicted for offering the bribes, federal officials said on Tuesday.
The scheme involved payments of up to $5,000 to middlemen who then passed money to DMV employees to grant licenses to drivers who had not taken or passed the tests required to drive big-rig commercial trucks, according to documents released by the Benjamin Wagner, U.S. Attorney for the Eastern District of California.
"The brokers use the individual's money to bribe DMV employees to circumvent or falsely enter informatino into the DMV computer systems," FBI investigators said in a criminal complaint filed in federal court in Sacramento.
Those accused in the case include DMV employees Andrew Kimura, Emma Klem and Robert Turchin, as well as truck-driving school owners Pavitar Dosangh Singh, Kulwinder Dosanjh Singh and Mangal Gill, according to the indictment by a federal grand jury made public on Tuesday as well as other court documents.
The driving schools had operations in several northern and central California cities, including Sacramento, Salinas and Fresno, according to the Federal Bureau of Investigation.
Charges included conspiracy to commit bribery, conspiracy to commit identity fraud, fraud and bribery.
Wagner was set to release more details of the case on Tuesday afternoon, his office said.

The sad truth is, CHP can't profile guys with towels on their heads because that would be politically incorrect. Even though everyone knows that they don't speak English (as required by law) and in some cases their license was acquired illegally.
It seems like it would be easy to track down those drivers who "graduated" from that school and require them to take a written test in the next 90 days.otherhalftw Thanks this. -
Well - time to slow down here. The 'towel heads' are more often than not Sikh Indians. You'll find a lot of them speak and read English very well, and they recieve the disrespect daily from every dumb redneck that thinks them a 'tearrrist' and are unable to work Wikipedia for some quick cultural research.
Easy to stereo type - but that's an aside.
The real problem is California. Missouri put an end to this long ago. Turned the schools upside down, and cancelled licenses of all previous CDL holders. I know - I was one of them.
Republic, MO - a few years ago. Sun Lei - a 30 year old Chinese national on an expired VISITORS VISA, had a valid CDL and plowed into the back of 2 vehicles, ramming them under the back of a semi. Killed 2. Wayyyyy over on HOS. No speaky Engrish.
Drove through 3 speed reduction signs to the accident scene at a traffic light at 70 mph.
It's hard to fault the immigrant wanting to come here and work - but if the states allow untrained or workers without valid immigrant status to attain a CDL - . . . .
I won't lie. I hate California. I'd cringe every time I saw a California license plate on a semi approaching. I'd see them rolled over every week on 40. We pounded that road for 7 years, twice a week - having to drive on the shoulder half the time to avoid being hit by every muppet that California had carelessly granted a CDL to.

Not all 3rd world people that come here or want to (legally)display the stereotypical "3rd world manners",I mean my partner is from Asia and she speaks very good English, maybe with a heavy accent but thats about it. The problem is some are lured here by "recruiters" that hook them into coming here, making big bucks, and these go-betweens fix them up with fake licenses, little or no training, not even enough time to learn "engrish", thrown to the lions, and when something happens they get to look like the stereo typical "illegal" immigrant.
And yes there (I know this is going off-subject) is a lot of ignorance when it comes to how people view the Sikh "######".
