Don't sweat it. You aren't the only one that 'must be doing something wrong'.

Or even worse, they leave the reduced speed limit signs up when they are totally unnecessary. I suppose some of this is laziness on the part of the workers, and some of it is a way of raising money through traffic fines.
I don't think there is any road department or contractor in the state of Utah that does their own signage however. They contract, or subcontract it out to these barricade companies for a certain location from one date to another date, no matter what work is, or is not progressing.

Yeah but that's not the construction companies fault...much less the workers. The government or property owner lets a road contract and the company bids on it. Once they get the contract, they are handed a set of blueprints which they must follow. They also have the inspectors that come out. The government or property owners are the ones that set the schedule and completion dates...not the company. If the company fails to meet the schedule, then they will be fined...upwards of $50,000/day for some of the bigger interstate jobs. And since most companies subcontracts out everything these days, now you have several companies that have to work in tandem to complete the project on time. If one supplier or subcontractor gets behind or even a dump truck breaks down, it can throw off an entire project. I can't speak for other companies, but at the construction companies that I worked at...especially my Dads company...if you were sitting around shooting the breeze, you better be on lunch or your equipment better be broke down. If you weren't or it wasn't they'd send you down the road. There were too many hard working people looking for jobs for that kind of crap to be going on. Can you tell that I didn't work for a union shop?

Some of the companies get huge bonus' for turning in the done job early too. I worked for Kiewit on the new Cypress interchange, they were offered $10,000 a day for every day the job was turned in early. They had a very agressive schedule for us that would turn the job in with a $6 million bonus for the company. We would have hit it too except we drove some pilings through some high dollar fibre optics which shut down several TV and radio stations and a special crew came out to repair charged $10,000 an hour to fix it and it took them weeks.

Park in the fuel island and wait for a parking spot to open up or park along the curve
