Ok this might be a dumb question but I'll ask anyways. Is there any federal rule stating a driver cannot carry a paintball gun on the truck?

This sounds recreational, and therefore FUN.
The FMCSA clearly states in 362.14, subsection (ii), part D,
"Drivers shall not have, nor engage in, or entertain the idea of FUN, at any time, for any reason "OLDSKOOLERnWV, crb, brian991219 and 14 others Thank this. -
You COULD use it for a use other than fun, so therefore you cannot have it. It is the same thinking as "we need to govern all trucks". Even if you never speed, simply having the ability to do so, makes you guilty.
