They were in Coachella the other day. Guy took a good hard look at my non skirted trailer but since it was the mid 90s, they were apparently only harassing drivers idling.
I'm curious as to what actual authority they have. If they want to issue you a ticket and you go tell them to go #### their mother, without a CHP officer present, can they do anything?

No, you won't see a "mass exodus". Whether or not they are enforced, the rules are already in place. Some owners have fled the state but from my perspective the average Southern Cal owner/op has no idea what CARB is. They are often times illiterate in their own language which most times is not English. They drive trucks that can't even pass a DOT inspection let alone a CARB inspection and yet they continue to roll down the highway completely oblivious to CARB, DOT rules and regulations and common sense.dirthaller Thanks this. -
If you're a truck or company registered outside the state of CA. I don't think there's anything they can do but issue you the ticket. At best it's maybe a civil infraction that has nothing to do with DOT or your driving record/CSA score so no reason to pay it. If you're a CA registered company that's a little different as I have read about six figure fines being issued and companies being shut-down for ignoring CARB. -
I read about another trucking business man a few years back invested several million in new equipment under threat of CARB and ultimately went out of business because his competitors kept running their older paid off equipment.

Someone posted a vid on here, not too long ago. Of a sheriff having a meeting with some of the higher ups. The meeting was about how CARB was causing higher unemployment. And small business ops into bankruptcy.

Before advising anyone to ignore a CARB fine or CARB enforcement officers you might want to check enforcement authority of CARB.
Refuse to accept receipt of the ticket? They can call CHP to place the vehicle OOS at any time. Since you can't exactly "fix" a non-compliant tractor you may need to be towed out of the state before you can get back on the road.
Fail to pay the fine? They can file property liens against your company and/or use the CA DMV to place title holds on your vehicle. Anyone know of a state that doesn't routinely honor DMV enforcement requests of any other state, I don't.Guntoter Thanks this. -
Why do they spend all this money trying to force us to buy new trucks? Why not spend it on putting out new trucks that actually work? If I could buy a new truck that performed as well as and lived as long as the old 6nz cats or n14 Cummins or s60 Detroits I would! I am not about to gamble my livelihood on a truck that costs as much as a house when many of those before me have done so and the product failed and therefore their business failed. So I stay away from Cali. Works out just fine for me.

IMO the only difference between now and 1975 is that the ill timed California emissions B.S. is effecting the life blood of the USA rather than just the Automotive industry!
The truck engines are engineered to get the max output for max fuel economy, and all the sudden California wants to shove a potato in the exhaust pipe!
To look at media from these ghey reapers (Cal Trans, CARB) the public sees semi trucks running down well maintained highways. Why isn’t some advocate out there showing our side of the story. The mere notion of nice new shiny CARB compliant trucks getting the absolute crap beat out of them leaving Los Angeles to me is satirical!
I propose we start a new special interest group for truckers and propose the name "P.O.T.A.D.A." Pst of truckers against Dumb az'z!
BTW I agree that California should chip in and help the engine manufacturers overcome this BS. I give my respect to Caterpillar for washing there hands of this whole mess!JRTBud87 Thanks this.
