Unknown what citations if any. I think that driver should get one for improper securement, and one for manslaughter due to improper securement.

my best guess(es) is that the machinery was not properly secured with the required amount of chains,
or,
there wasn't any securement.Eowyn, mjd4277 and bryan21384 Thank this. -
This is why I don't worry when people laugh at me for 'over securement' on anything. I'll throw my extra straps/chains and spend the extra 15-45min doing it. I'll do whatever I believe is best to not be in this situation.
