As long as your tires are rated for it and you're under gross I doubt anyone will bother you about your steers. I used to run 12300-12500 all the time with my old FLD. Even with my W9 I'm usually 12200 if I'm maxed out.

Yeah your first scale in Ca. will be on 58 west of Mojave, but, be advised at the bug check east of Needles, a lone CHP commercial gal likes to do roadsides.

I never gave a crap what steers said on a ticket.

It depends on what tires you have up front. My last company bought the new DPF Cummins powered Prostars, bobtail they were 13,200 but they shipped with standard steer tires. International came out with trailer loads of mounted steer tires rated for higher weight, then all was legal. Trucks axles wers spec'd to handle the weight, just had the wrong tires
