Does it by chance lock off air supply to the brakes for release?. I have seen fleet units before with a security keyed air valve to lock out release of the brakes.
If all else fails pull the dash and see what its hooked too. My guess is it for security otherwise it would be labeled. The last thing you do is label a security feature for a thief. Course leaving the key in it would kind of defeat the purpose....

Its for the air brakes. If you lock it you can't release the tractor brakes.

Pop the grey trim panel off, then there will be 4 screws holding the black panel in look to see what's behind the black panel. Just saying that would be a lot faster than calling anybody or waiting on a solid response here.

Anti theft device. Locks out the air to the drive tires. If the key isn't in, truck won't move when you release the brakes.

Ejector seat charger, turn it once, wait 30 seconds, turn it back and hang on.
