I'd start by replacing the relay for the headlights. Do they come back on by themself

A 2003 western star wont have any funky multiplexing that I know if.... on my 2006 it's normal fuse and relay easy to fix style.

I had trouble with my 2006 headlights. I removed all the wire covers that run from headlight to head light and found a noticeable green spot on the insulation right in the middle of the rad area. I have no idea how that happens on a wire that hasn't been disturbed by a kink or a hole poke but it was. So I spliced it and all was good.
