Is replacing the stock turbo with a BW 171702 legal in California?

I've got a 2008 Cascadia with Detroit Series 60 that is still stock even has the original Holset turbo still. Can I upgrade to a BW 171702 turbo, do a VGT delete tune and still run into California?

Don't you need the VGT for the EGR to function correctly?

Simple answer is you are tampering with emissions, so it is illegal in all of USA.

The EGR has to be deleted before the VNT and as soon as you delete the EGR, you're not only illegal in California but you're illegal everywhere.

Do LEOs in California look for such things?

Thanks everyone for your quick responses. So what would happen if I drove into California with my 2008 Cascadia that "looks" totally stock but you know looks can be deceiving.

Do they have inspection stations/cops that take the emissions systems apart and check for enhancements? There are some decent paying loads into California.
