Only if, after having been in the US, they feel okay and exhibit no signs of having COVID-19. Drivers are not exempt if they are positive for COVID-19.
At present, Canadian citizens, permanent residents and American citizens can cross the border.

"Once finalized, the agreement would close the border to tourists and shoppers while still allowing Canadians to return home. The final deal is expected to allow some commercial traffic to continue to keep critical supply chains intact"

Going to restrict nonessential travel. Just what is essential and nonessential yet to be determined, but safe to assume most drivers will be in the latter category. Expect more health scrutiny going each direction though. -
