Honestly,if drivers want to see corrections in freight prices(especially spot market prices.) They're going to have to severely diminish the supply of trucks.....basically,go on strike.
Force the government to enact a minimum rate which allows O/Os and smaller companies to pay the bills.
The rate will be subject to fuel surcharges(in addition) and cost of living increases to cover driver wages from year to year.
No more BS. This is the golden opportunity for drivers with half the drivers already sitting at home. To not move on this opportunity will be catastrophic in the long run. By next January (without action by gov't or drivers) rates will be at an all time low.
If brokers/companies and shippers see how drivers have worked through this pandemic and all the garbage they've endured,they'll gut the rates and wages will follow.

When the government gets involved crap get screwed up constantly. The one thing that really screws up the trucking industry is 3PLs non-asset-based brokerages have nothing to lose when they cut everyone's throat they're a business built on paper.
