Pickup plows full speed into stopped semi in surveillance video

Meh, filters out the idiots. What's amazing, is the utter destruction of the pickup, and on the truck, just the ICC bar is bent.

The driver side door of the pickup actually separated and traveled farther than the pickup truck itself!

I disagree without being disagreeable.
From the video, you (we), have no idea how long the dude has been there. You never know, he might have just pulled over.
And the last time I was schooled, I believe you have 30 minutes to get your triangles out...could be wrong.
BUT, what is undeniable, dude #2 wasn't paying a bit of attention, and he paid the price.

We tend to be too hard on each other.

Ok....I knew it was something like that.
That said, we have no idea how long the guy was on the side of the road.
My point is, that he may have just pulled over. And you really can't make much of a determination based on the video.

Can't tell what's all alongside the road for businesses there, I'm guessing somebody was getting something to eat quick.

 

Or could have been making a delivery.

Or it could have been a real parking spot! I've seen that before.
