    I've changed a few governors that were gummed up and sticking.

    Could be what's happening to yours. I'm not one for tossing parts at something but they aren't overly expensive.

    If you have the adjusble one, It’s real easy to adjust. Unscrew the black cap, turn the screw clockwise,( I believe) to decrease cut out pressure, to 125, or 130 max. Put cap back on.
