Protectionism regarding food supplies has been going on for decades. China has a large livestock and poultry industry.
The thing is that chicken is quite perishable, with a limited storage life even when frozen, so there is incentive to sweeten deals to get old inventory moved. The other thing to do with it is processed meats, chicken whatever(franks) are cheap, too.
I'm not trying to offend the OP.
